I bought a heated waistcoat for the bike about 18 years ago. People laughed at me but I didn't care cos when they were cold and wet I was warm...... But still wet..... But definitely warm. Better waterproofs were needed.

I will be using it this year up the high seat. Don't think I would bother with the trousers though.
