The PVS14 is a restricted export from the USA. They are legal to own in the UK but not legal to export to the UK from the USA.
You will find them occasionally for sale second hand here, on the airgun BBS and on Ebay. FWIW there were a total of 4 PVS14s offered on here last year - they are not that common.
There are a couple of German dealers on Ebay.de who deal in PVS14s and PVS7s. Expect to pay around 7000 Euros for a new unit.
GSCI in Canada will supply you with a new PVS14 equipped with a Russian or European tube.
