I'm looking for a pair of Leupold QRW 30mm quick release High mounts for Picatinny/Weaver rail if anyone has a spare set before I splash out on new ones !

Buy my 35mm IOR ones cheap and get some plastic bushes made.

I have but they're either low or medium, 5mm between top of rail to bottom of tube.

Think you're right, the low ones only give a measurement of 0.84 of an inch, which I'm assuming is middle of tube to rail.
So 21mm minus half the scope tube at 15mm leaves 6mm, so my measuring is crap but a lot nearer than the medium mounts at 0.97".
