a) There was 100,000 pounds worth of night vision stolen from an army depot a year or so ago and then sold over the net. May be some of the stolen items & could be reclaimed by the govt.

b) In the past there was a batch of US Gen III tubes surplussed and sold off by the British Army - I doubt the guys packing 'old junk' for auction bothered to check on the obscure facets of treaties. So the same may apply to the PVS 14s you have looked at. In other words, should not have been sold, but were and not likely to be an issue in the future.

c) A few years ago one of the major NV manufacturers in the states, can't recall if it was Litton or ITT, was fined a very large chunk of change for supplying Gen III to a US friendly govt. without getting ITAR approval. I don't know if that was to the UK or not, if it was then those particular goggles are owned free and clear by UK MOD and could be sold as surplus.

d) Someone took a risk, smuggled some PVS14s out of the USA and then offloaded them to the shop.

e) The NV fairy came in the middle of the night, took a tooth from under the shop owners pillow and replaced it with a PVS14. In other words I am just speculating.

b) interesting, any more details?
c) probably ITT, got bought up afterwards. Uncle Sam had to lower the Gen3 EBI specs as ITT can't do better.... L3 still make "gen4".

Cheers

Da codes can only take you so far... A test sheet would tell you where in the range of things you were at.... Unless you have too much gen3 experience, which is unlikely this side if the pond. Anyone of any tube testing kit in the uk?

Scam or sting sounds like.
No such thing as gen 4.

"Gen4".... "" used as there is indeed no official milspec definition is commonly used for the filmless offerings of L3, who are the only people to perfect the technology. Maybe lower tube life, maybe don't like gun recoil, but the do offer the best next-to-zero light performance out there and are still made in small quantities. Apparently airmen like them. No scam, just not widely come across.
