Does thermal 'see' IR lasers?

No, it doesn't but it may be the case that the OP wants an IR source on his thermal so he can Illuminate the target for the shooter who is using NV but doesn't want an illuminator mounted on the rifle.
I've built a couple of roof mounted thermal spotters which have IR illuminators fitted. The spotter operator finds and tracks the target and the shooter simply points the rifle and shoots without having to faff around adjusting the beam on the illuminator from flood (to find the target) to spot to take the shot.
