Help Problem Solving, electrics in coffee machine

I have been slowly refurbishing a coffee machine over the pat few months. I'm rather stuck on a lack of power to the dosing controls- I have exhausted my local resources with no success.

Here is a picture of the control panel, there is no power to this. none of the led's work on the buttons and the panel appears completely dead. There are 2 panels on the machine which lead me to believe it could be a problem with the circuit board which controls these panels



There are two switches on the left of each dosing panel, these make the water continuously run, both these work and this eliminates the problem of the pump not working. However the led in both switches does not come on.

I have had the trusty multimeter on this and the incoming current seems to fluctuating quite a bit, and again at the transformer, i cant seem to get a current on over side of transformer. But i could just be testing this wrong!

This is starting to drive me crazy and bar paying an £89 call out fee, i'm now fairly stuck for idea.

Could the mains switch which is divided into four be on the fritz? however the other parts of the machine run A1. Its heats, pressurises and pumps.

Why can you not boil a kettle. The rest of us have to. Mine you we have a micro wave oven that works fine through the switches BUT some times will not switch on and all it is is the multi connect to the board.I have to remove , clean & refit and it is fine for the next 4 years.
