They don't care any more, they know they're not going down even if caught so why worry. All they get is a fine that benefits pay, community service they won't serve and a few trips to the probation officer to "get their head straight" .
And we work all week to fund this, something's not quite right here

Nice easy target and no incentive to solve the real problems !! It's just a money making scheme now hence go for targets that will (A) pay the fine and (B) have the money.
I see they now want to send motorists that use the hard shoulder on motorways on a course. They say the motorist "needs educating", no mention of the funds this course will generate for someone. I guarantee it will be run by someone in "the old boys network" that will reap a tidy profit.

Would it not be simpler to just run adverts on tv for 3 months stating the law (they used to do this with the highway code etc) then just take the car off offenders and crush it. Problem solved
